A Global Crisis
Every year, millions of animals never make it past their first years of life. Today, at least 680 million stray dogs and cats wander the streets worldwide, and 46 million working horses labor under extreme hardship in low- and middle-income countries. Their lives are often short, brutal, and marked by preventable suffering.
But there is hope.
Rescuing animals is vital—but it’s not enough.
At Global Strays, we go beyond rescue—preventing animals from needing rescue in the first place. For every dog or cat saved, countless more still suffer on the streets.
The only way to truly end suffering is to stop it before it starts. Your donation does just that.
We fund spay-neuter clinics, humane education for children, and community veterinary care—giving families the tools to care for their animals and prevent neglect and abandonment.

“I have been able to work with many rescues in the USA and transport dogs from many places, but I understand that it is simply putting a band-aid on the situation. I love that Global Strays is working to fix the problem at the root, both by educating people on how they can properly take care of their animals, as well as making it possible for people to access proper medical care or spay and neuter services. I thoroughly believe in Global Strays’ work and the lasting effects of what they are doing.”
“Helping people globally care for the strays in their communities reminds me that we all share the planet as our forever home. I hope, by donating to Global Strays, others will feel the same sense of belonging to a global community of animal (and people) lovers. My Siamese rescue cat agrees.”
“Animal cruelty, medical care, education, adoption, and outreach are all Global issues, not just domestic. I support Global Strays due to the leadership and outreach in other countries which is beyond impressive.”

UNICEF protects children. WFP fights hunger. UNEP defends the environment. But 680 million stray dogs and cats, and 46 million working horses have no international body advocating for them, no binding legal framework protecting them, and no mechanism to hold governments accountable.
That's not an oversight. It's a gap we can close.
The UNCAHP Convention Changes That
The proposed United Nations Convention on Animal Health and Protection (UNCAHP) would be the first legal international framework that:
- Protects stray animals — by creating global standards that finally include the 680 million dogs and cats living without shelter, food, or veterinary care.
- Safeguards working animals — by establishing global welfare standards for the 46 million horses, donkeys, and mules whose labor sustains communities worldwide.
- Creates accountability for all animals — by giving governments, courts, and advocates a legal foundation to strengthen animal protection.
This isn't wishful thinking. It's the strategic next step in international law — modeled on laws that already protect children, refugees, and the environment.
Animals Cannot Speak at the United Nations. You Can.
Right now, cruelty to animals carries no international legal consequences. A government can ignore the suffering of millions of animals with zero accountability to the global community. UNCAHP would change that by creating the first international legal standard for animal protection—requiring nations to act, report, and be held accountable.
Global Strays has spent years doing the hard work on the ground — spay/neuter programs, veterinary care, and welfare education in Colombia, Nicaragua, and Liberia, Africa. We know that lasting change requires both hands-on intervention and the legal architecture to back it up.
